Under the arrangement, the federal government has paid the county $117 million since 2003 to hold detainees while they await hearings in immigration court in Chicago. That revenue, which the sheriff’s office reported at $10 million in fiscal year 2019, dropped to $7 million in FY 2020, and was less than $1 million in the first quarter this year, as ICE held fewer immigrants during the COVID-19 pandemic.

It’s a profession that, like many, has seen unparalleled hardships over the past 14 months, starting when COVID-19 caused an abrupt shutdown of schools. Though teaching music remotely to young children has had its particular challenges, Spears credits his colleagues, his students and their families with rising to the occasion, noting that being adaptable is one of the school’s core values. His students now either are still remote full-time or are in school two days a week.

Retaliation that would be prohibited includes firing, denying a promotion, issuing negative evaluations or assigning undesirable work schedules in direct response to getting the COVID-19 vaccine. Employees could not be required to use sick or vacation days to make up for missed work time, though they could request so if they wish, nor must they find a replacement for their shift, under the proposal.
