On Nov. 9, at about 1:50 p.m., Zheng was walking home from campus when he was approached by Spann, according to Deputy Chief Rahman Muhammad, who addressed reporters Friday night at police headquarters. Spann announced a robbery and shot Zheng once in the torso before taking his electronics, according to Muhammad.

Construction workers working in the Oxbow Landing business park nearby found what they thought was a body floating in the pond, located in an interchange cloverleaf, about noon Thursday, Fifield said during a news conference Thursday. They called E-911, and Hammond firefighters were first on scene, he said. Rescuers retrieved the body.
“We continue to be in close contact with our partners at the local level to ensure the state provides support and resources to help keep the Kenosha community and greater area safe,” Gov. Tony Evers said in the statement. “The Kenosha community has been strong, resilient, and has come together through incredibly difficult times these past two years, and that healing is still ongoing. I urge folks who are otherwise not from the area to please respect the community by reconsidering any plans to travel there and encourage those who might choose to assemble and exercise their First Amendment rights to do so safely and peacefully.”
“Throughout this reporting period, the (independent monitor) repeatedly requested the city and the CPD provide an explanation regarding what transpired with the foot pursuit dashboard data, including what led to the data issues,” the report read. “To date, we still do not have many of these answers, and have only received partial explanations regarding the scope of the data issues and plans ahead.”

Someone from a neighboring business alerted police to the crime in progress, and the thieves entered an adjoining dealership, police said. As the first officer arrived, the vehicles fled, nearly striking the police car. For safety reasons, the police decided to not give chase.

Prospect; Fortino Hernandez, 38, of Addison, who worked at Supermercado El Grande in Addison; Jehad Khrawish 24, of Chicago, who worked at a convenience store in Melrose Park; and Marisol Zavala, 29, of McHenry, who worked at a convenience store in Elgin.
