But the reviews from good-government groups, along with Carol Pope, who resigned as legislative inspector general, and Pritzker himself, have been mediocre at best, with critics contending lawmakers followed the longstanding Springfield tradition of responding to a scandal with a proposal that fails to fully address the problems that have been exposed.
Vega, 26, was killed Aug. 31, 2020, after the officers’ unmarked squad car was fired upon in the 1300 block of West 19th Street, according to court records and the Civilian Office of Police Accountability, which investigates police-involved shootings.
In the counties south of Springfield’s Sangamon County, only one, Monroe, bordering St. Louis, has reported more than half of its residents being fully vaccinated. Several run in the 25% to 35% range, with Alexander County at the southern tip of the state, which saw the nation’s largest drop in population according to recent federal census results, reporting 16.2% of its residents fully vaccinated.
The shooter fled the scene, but witnesses told police they believed Garibay was the shooter. Garibay and the first victim had gotten into a physical confrontation earlier in the week over an unknown issue, police said. The man who was killed was not involved in the initial fight, they said.
As of noon Friday, the Illinois Department of Public Health reported 4,942 new cases, the highest daily number reported since late January, when Illinois was coming down from the fall surge. Lightfoot also expressed concerns about the effect e-learning has had on some students, noting that thousands of them didn’t connect remotely. It’s a disservice to those students if CPS doesn’t provide “a safe and nurturing environment for our kids to learn,” Lightfoot said, adding schools are more than a place where people learn their ABCs.
