To qualify for social equity, an applicant must have majority ownership by someone who’s been living in a designated area with high poverty or high arrest rates for cannabis offenses, or has had an arrest for a low-level cannabis offense, or has a family member with such a case. State officials also will create new alternative criteria to be announced in the near future.

“Those impediments, they’re real. The ladies that I have, they all have something going on, but if they can become economically sustainable, that’s the big thing,” Turner said. “I’ve been broke, I’ve been on public aid, I’ve been borrowing and begging for a long time. I always looked at Oprah, like, she went over to Africa, built this school, she takes care of these girls, but they are here, they need help right here, right now.”

Lightfoot implemented a rule requiring city workers get vaccinated by March 13 or lose pay. Asked Monday how the city would enforce its policies, Lightfoot said supervisors would call workers in to verify that they aren’t vaccinated and give them an opportunity to comply. They will then be given an order to get vaccinated and if they don’t, she said, then they’ll be placed on no-pay status, which is considered nondisciplinary.
