Based on population counts, some states gained seats and others lost them, including Illinois. Texas is the only state that gained two seats. The states that gained one congressional seat are Colorado, Florida, Montana, North Carolina and Oregon. The states that lost one seat are Illinois, California, Michigan, New York, Ohio, Pennsylvania and West Virginia.
