Around 2:50 p.m. in the first block of South Lavergne Avenue, south of Madison Street, six people — two males and four females — were on the second floor of a porch when it collapsed, police said. Ages and identities of those injured were not available, police said. Stairs to the porch failed while people were on them, according to the Fire Department.

The brick bungalow was “heavily damaged,” and the fire spread to homes next door, Flaherty said. The fire burned up the eaves and eave walls of the house just south of the bungalow, and the house north of it sustained “exterior superficial damages,” he said.

In written statements and interviews with Pioneer Press/Chicago Tribune, Beyer alleged that an off-duty, civilian police department employee appeared to be unconscious behind the wheel of his car at a McDonald’s drive-thru speaker and that responding officers did not follow proper procedures on the call. Beyer alleged that they failed to conduct field sobriety tests on the driver, call for medical help and compile a detailed report of the incident. Beyer also alleged that improper protocols involving body cameras were followed and a member of the department drove the employee to his home 40 miles away in a police vehicle.

Flanagan, who has a 2017 attempted burglary conviction, was free on electronic monitoring last year after having been arrested Oct. 7, 2019, on a charge of unlawful use of a weapon by a felon in the 11900 block of South Wentworth Avenue, according to court and police records. He eventually was indicted on charges of being an armed habitual criminal in that case. In October, months before the killing, a warrant was issued for Flanagan’s arrest after he twice missed court dates in the case, according to court records.

The latest study, published Tuesday online by the journal Clinical Infectious Diseases, is by a team including researchers at the National Institutes of Health. They analyzed blood samples from more than 24,000 people across the country, collected in the first three months of 2020 as part of a long-term study called “All Of Us” that seeks to track 1 million Americans over years to study health.

All nonemergency traffic has been restricted on Kocher Street, Blackhawk Blvd. between Route 2 and North Bridge Street, Dingham Drive, Central Drive, Kile Drive, Wright Drive, Watts Avenue, N. Blackhawk Blvd. between Central Drive and Prairie Hill Road, Prairie Hill Road between South Bluff Road and Route 2, Rockton Police said in a Facebook post.
