Ice cover is highly variable. Lake Michigan has had as much as 93% of its surface covered, in 2014, while in 2002 coverage hit a low of 12%. But as human action, largely the burning of fossil fuels, drives climbing temperatures, there are now fewer days with ice cover and coverage is decreasing at a rate of about 5% per decade. Lake Michigan’s decline is less severe, while Lake Superior — among the fastest-warming lakes on the planet — has seen the fastest loss.

Authorities say James Dolan, 61, was taking students home from Barrington School District 220′s Prairie Middle School when he failed to yield to oncoming traffic during a snowstorm and turned in front of a sport utility vehicle headed southbound on Ela Road in Deer Park. The driver of the SUV was unable to stop on the snow-covered road and struck the bus, which had about 20 children on board, authorities said.

Were he not grandfathered in, Dart himself would not have qualified to be sheriff under the new provision, except that state records show he received a law enforcement certification late last year, after the new law was signed. Dart, who’s held the office since 2006, formerly was a prosecutor, a state lawmaker and chief of staff to former sheriff Michael Sheahan.

The report continues, saying the SUV was seen making a right-hand turn onto eastbound U.S. 30 in Merrillville. As officers were catching up to the vehicle, the driver activated emergency red and blue police lights, giving notice that it was an unmarked police car. In seeing the lights, officers stopped trying to catch up.

At Pine Dunes, agricultural drain tiles were removed to re-create former wetlands. Nonnative plants were replaced with nearly 5,000 native trees and shrubs in the four-year project completed in 2018. In addition, the tollway funding paid for the creation of a 40-car parking lot, a new restroom, a 2.6-mile multiuse trail and three scenic overlooks, according to Kovach.

Police learned the phone belonged to Howard, who was texting people named “mom” about a possible robbery of someone named “Sleepy,” who was the person she fled the home with. The phone also had messages from another person talking about getting guns on the day of the fatal shooting, Konstantopoulos said.
