As of Tuesday, the city’s test positivity rate of 1.5%, was in the “low transmission” category, while its rate of occupied hospital and ICU beds was in “lower transmission.” The seven-day rolling average of new daily cases was still at “substantial transmission” at 283 cases, but all those categories were decreasing.

Prices have risen sharply for cars, gas, food and furniture, but so far it has not held back American consumers, who ramped up their spending at retail stores last month. Last week the government reported that retail sales jumped 3.8% from December to January, a much bigger increase than economists had expected. Though inflation helped juice that figure, most of January’s gain reflected more purchases, not higher prices.

The city last year sued Carlson over exterior conditions at the North Richmond Street property, noting that inspectors could not get inside the two-story building, public records show. Three months later, on a Cook County judge’s orders, city inspectors visited again and found fire safety violations inside the property, including a common stairway devoid of smoke detectors.
