However, guaranteed income pilots have launched before the pandemic too, such as in Stockton, California, under former Mayor Michael Tubbs. The program doled out $500 monthly payments to a small subset of low-income families. In June 2020, Tubbs started the coalition Mayors for a Guaranteed Income, which now has more than 50 mayors on board, more than two dozen of whom are piloting the concept in some form.

“Amtrak receives nearly $2 billion annually in taxpayer dollars, yet shields itself from public scrutiny that an open and neutral court system provides,” said Remington A. Gregg, counsel for the consumer group Public Citizen, which supports the legislation. “Forced arbitration clauses are anti-transparency clauses.”
