But, speaking at the morning rally, Carla Langston said the city’s Black communities have already suffered through a host of bad decisions since the district came under mayoral control in 1995, from mass school closures to the introduction of “student based budgeting.” White students have left the school system “in droves,” and policies have failed the majority Latino and Black student body, she said.
