A bill that the Senate unanimously passed during the previous session in January would have banned prone restraint immediately, but the legislation stalled in the House. In the current session, the House unanimously passed a revamped measure that addressed the private schools’ concerns and would have allowed some use of prone restraint until 2023, but the Senate balked, with some lawmakers arguing that the schools already had ample time to phase out the practice. The Senate amended the bill to end the practice in 2022, and the House agreed to that change.

The medical examiner’s office on Sunday said she had been identified as Teresa Sandoval, 66, of the 3800 block of South Aberdeen Street. Francisco Sandoval, also 66 and who had been driving the Sentra, suffered injuries that were not considered life-threatening, officials said.

On the South Side, two people were shot about 1:50 a.m. in the South Shore neighborhood. A man, 21, and a woman, 20, were inside an apartment building in the 2400 block of East 78th Street when they were both shot in the leg. The man was taken to the University of Chicago Medical Center and the woman to South Shore Hospital, both in fair condition.
When there are not enough drivers to meet demand, the companies pay them more, sometimes resorting to so-called surge pricing to lure drivers to areas where demand is high. Some recent surges have made prices jump 50% or more, said Daniel Ives, managing director of equity research at Wedbush Securities. Surge pricing can be a boon for drivers, but it sometimes provokes outrage from riders, especially during holidays and large events when demand can send prices soaring.

Carpenter bees are different from other bees in that they work wood by chewing holes, which eventually become tunnels with different chambers in which to lay eggs. The same area is used over a period of years, so look for bees drilling wood or hovering around exposed unfinished wood. The bees prefer unpainted or weathered softwoods, such as redwood, cedar, cypress and pine. Painted or pressure-treated wood is much less susceptible to attack. Common nesting sites tend to be arbors, decks, eaves, window trim, fascia boards, siding, wooden shakes, and outdoor wood furniture.
