There was little movement in the last negotiating session on Tuesday, leaving almost no hope spring training workouts will start as scheduled on Feb. 16. Baseball’s ninth work stoppage, its first since 1995, will soon threaten opening day on March 31.

After the squad car burst into flames, O’Donnell was captured in a photograph provided by a different witness posing in front of the blaze, according to a criminal complaint filed at the time of O’Donnell’s arrest. Though his face was obscured by the grinning mask, O’Donnell’s distinctive neck tattoo reading “PRETTY” could clearly be seen in the photo, according to the complaint.

In Chicago, salt spreaders began working on Tuesday evening to make sure roads were passible for public transportation, according to the city’s Department of Streets and Sanitation. The department manages more than 9,400 lane miles of roadway and more than 300 snow vehicles are efforting to clear snow from residential streets.
