The report’s findings are a call to transit agencies to expand their focus to communities and other types of employers outside downtown, in addition to downtown office workers, Freemark said. While moving fixed train lines to do so might not be feasible, agencies could improve bus rapid transit, or take advantage of Metra’s existing rail lines, which serve large swathes of the region, by boosting the frequency of service, he said.
