A 50-page indictment filed in November 2020 alleged that beginning in 2011, Michael McClain, a former legislator and longtime friend of Madigan, and the others “arranged for various associates” of the Speaker — including his political allies and campaign workers — to “obtain jobs, contracts and monetary payments” from ComEd even in instances where they did little or no actual work.
Hillas then began a search of the suspect from his waist to his feet, McCarthy said, as he’d been told the suspect’s weapon had not been found yet. Hillas then “stood up slightly and punched him four times in the groin area,” McCarthy said, adding that the suspect had not made any verbal or physical threats.
On Monday, Igartua again returned to Lightfoot’s home, driving down an alley, when an officer saw him and alerted other officers in front of Lightfoot’s home, Murphy said. Officers saw Igartua drive down an alley away from the home, make a U-turn and pass them; the officers followed, making a traffic stop for speeding. He, again, had a gun and the officers gave him a motorist warning, according to the prosecutor’s account.
In the Wright case, police officers suddenly surrounded the car, broke the windows and pulled Wright out of the vehicle by her hair, she said. While Wright was prone on the ground, an officer placed his knee on her neck, she said. Wright was arrested and charged with disorderly conduct, though the charge was later dropped.
Leinenweber agreed, saying in his ruling that the clear language of the federal bribery statute doesn’t require proof that a public official intended to receive the benefit, “only that the person attempting to provide the illegal gratuity ‘corruptly gives, offers, or agrees to give’ a thing of value.”
State health officials on Thursday reported 2,538 new confirmed and probable cases of COVID-19, bring the average number of daily cases to 3,289 over the past week. That’s down from a record of 32,501 daily cases during the week ending Jan. 12 and the lowest seven-day average since the week ending Nov. 13.
