Magdalena Solarz, of Glenview, is an Aqua Illinois customer. Aqua froze rates when it acquired the water system in 2015, but Solarz said she experienced a significant increase in her bill when that lifted. The jump was “terrible,” Solarz said, and she worried about future increases. “You have to have water to live,” she said.
