Puppy mill loophole closed: Chicago pet stores banned from passing off purebred, designer dogs as rescues

“I’m still in shock,” said Marc Ayers, Illinois state director for the Humane Society of the United States, who with other advocates has fought to tighten the ordinance for years. “It’s a great day for animals, pet owners and consumers in Chicago who thought they were doing the right thing by adopting a rescue animal but later found out it came from a puppy mill.”
