Rep. Lakesia Collins, a Chicago Democrat and former nursing home worker, said she was disturbed about the large amount of money being considered. She said nursing homes sometimes report different staffing levels than actually exist, or may use offshore accounts to hide profits, and trusts or management companies to hide who is responsible.
