Former Vernon Hills deputy chief arraigned on official misconduct and theft charges

Authorities say he fraudulently obtained more than $4,000 through the state’s Sustained Traffic Enforcement Program. The program, which is administered by the Illinois Department of Transportation, compensates police departments and officers for traffic enforcement activity.
