Following the accident, Donnell Howard, then 31, and Jessica Pichon, then 27, of East Chicago, were charged with resisting law enforcement, reckless homicide and theft for fleeing from police after Pichon stole a case of beer to sell for crack cocaine and crashing into Paramo’s car in Hammond, according to court records.
