The record high for March 9 was set in 1974 at 69 degrees, according to the weather service, which said Chicago could warm to the low 70s on Tuesday. By afternoon, however, wind gusts were forecast to pick up, possibly as strong as 30 to 35 mph. The winds and warmth bring a heightened fire threat, especially where snow has been gone from the ground for a while, forecasters said.
