“The City of Chicago owns the statue and worked with the Chicago Park District to remove and store the monument for public safety reasons,” her statement reads in part. “The agreement calls for the District to maintain the statue and obtain approval from the JCCIA before making any substantial changes to the statue or plaza. No substantial changes were made to the statue or plaza therefore the Chicago Park District is not in violation of the agreement.”
